The short explanation of this alert was:

The National Landscape Conservation System includes Bureau of Land Management (BLM) lands and waters specially designated for conservation by Congress and the President, including national monuments and wilderness areas, among others. The System was designated by the President in 2000, but does not have guaranteed permanent protection without an act of Congress.

The national treasures comprising the National Landscape Conservation System - including magnificent forests and rivers that provide critical wildlife habitat - can and should be unified in a system of protected lands. HR 2016 would:

  • Provide a congressional stamp of approval for the System, designated presidentially in 2000. The legislation congressionally recognizes the existing System, thereby acknowledging its importance to America's cultural and natural history and helping to ensure appropriate conservation management.
  • Ensure permanence. Congress would leave an enduring legacy of the West's natural and cultural heritage with its support.
  • Enhance the system's stature with the Department of Interior. The system's outstanding values deserve the same protection as the department's other public lands systems, such as national parks or wildlife refuges. This bill will help ensure a strong conservation mandate for the BLM.
